I think that at present the Imperial Government ought to satisfy itself by getting a diminution of estimates, without trying to get a Colonial Contribution the War Office & Admiralty Estimates, though it is natural that the Admiralty, seeing Contributions are going, should try to get what they can.
I also think that the Hong Kong Government might properly give some such gratuity to officers and men who have rendered effectual service in putting down piracy as the New Zealand Government have been asked for in the case of sailors engaged in the Maori War.
